Items From The Desk Of Mayor Larry Gwinner
Mayor Gwinner
As your Mayor I will be posting information from time to time on special events and all other information. I will also be updating the calendar monthly on meeting dates and events. I know it is important to everyone to be updated as to what is going on in our area.
Leaf Pickup
The maintenance guys will continue through December picking up leaves. This will be the last round. All leaves that get placed out near the road after they go by will not get picked up. Any leaves remaining may be taken back to the yard waste dumpster by the homeowner. This weather has been less than ideal work conditions for picking up leaves. Please be be patient as they are doing the best that they can, working in these conditions.
Thank you

Leaf Pickup
They have started picking up leaves and will continue thru December weather permitting. We are seeing long rows instead of bigger piles which makes it much more difficult and time consuming. Again we will ignore any piles with branches in them. On the dangerous curves of Sunset Plaza Drive we will not pick-up leaves that are placed on the curve area as this is just to dangerous for or Maintenance guys. Rake all leaves away from the curve areas to the straight sections of the road.
Turkeys
I have received complaints of damage left behind by the Turkeys. I realize that there is an Ordinance protecting the Turkeys from harm. The question remains how do we help protect residents property? I think we can start by not feeding the Turkeys and this may or may not help. It is very easy to sit back and tell people to quit worrying about the Turkeys as long as it isn’t our properties that are being invaded and damaged. I can’t stop people from feeding the Birds Squirrels and Turkeys but please be considerate to people that are being over run.
Thank you

Transient Rental Ordinance
Village of Bay View Council passed Transient Rental Ordinance 2024-05 early December 2024 and it went into affect early January 2025. Anyone that has been or intends to Transient Rent property in the Village of Bay View must fill out an Application and submit the payment no later than March 15, 2025. The Ordinance allows for no more than 15 Transient Rentals within the Village and will be approved on a first come first serve basis. Since this is something new for everyone we are extending the date to March 15, 2025 and then going forward all Transient Rental Permits will expire December 31st each year and must be renewed by January 15th of the following year. Once the 15 Permits are filled you may be put on a waiting list and when the active Permits drop below 15 the person in the number 1 spot on the waiting list will be
contacted to apply for a permit.
To apply for a Transient Rental Permit please contact Steve Congdon of Zoning 419-366-9011 or Mayor Gwinner 419-503-1044. A copy of the Transient Rental Ordinance and Application may be printed from the Bay View website.
If you have any questions feel free to contact us.
